DOE’s ceiling-fan test rule measured more than power at a single setting. Published July 25, 2016, it established an integrated airflow-and-power metric: high and low speeds for low-speed small-diameter fans, high speed for high-speed small-diameter fans and up to five speeds for large-diameter fans. Standby power also entered the measure. The different speed treatments were tied to product class, not an optional universal test menu. [2016-17139]
The test changes became mandatory for representations about energy use or efficiency starting January 23, 2017. The standards published January 19 addressed a different question: minimum allowable airflow efficiency, in cubic feet per minute per watt, as a function of blade span. They specified January 21, 2020 compliance for the listed covered fans manufactured in or imported into the United States. [2017-00474][2016-17139]
Legal effectiveness was a third date. A January 31 notice replaced the standards rule’s original March 20 effective date with March 21, 2017. That did not turn March into the product-compliance deadline or change the separately stated January 2020 manufacture-and-import trigger. This February 1 account concerns the published framework, not later implementation. [2017-01958][2017-00474]
The economic analysis was similarly conditional. DOE modeled life-cycle savings in 2015 dollars against a no-new-standards efficiency distribution, excluding zero-savings consumers only from that average. Payback, in years, instead compared the least-efficient baseline product. These are distinct calculations, not observations of household savings. The testing and standards documents belong to the same DOE policy chain rather than independent proof of benefits. [2017-00474][2016-17139]
