USDA published both a final rule and an interim final rule on January 6, 2017. The distinction is central to this January 8 weekend account of SNAP, the Supplemental Nutrition Assistance Program. The document combines codification of earlier statutory changes with procedures for electronic benefit transfer cards when residents leave specified facilities. [2016-30663]

Its schedule names March 7, 2017 for general effectiveness. Amendments to sections 273.11(e) and (f), covering treatment and group-living arrangements, are interim final and scheduled for April 6. Section 273.2(c)(1)(v) has a separate January 8, 2018 date. Comments on the interim provisions are requested by March 7. Publication therefore does not mean every provision operates immediately. The earlier May 4, 2011 proposal shows why the history cannot be compressed into a new benefit announcement. It described job-retention services, including coaching and required equipment, following other employment and training services. The final document explains that the underlying state option was available from October 1, 2008. These documents establish stages of one proceeding, not separate confirmations of results. The center provisions address a different administrative problem: returning access to benefits when a household leaves. Card delivery, prorated refunds and notice to the state are separate tasks; group-living duties depend on the authorized-representative role. Keeping those tasks distinct also prevents the publication's broad summary from being read as individualized eligibility guidance or a promise of a newly increased benefit. [2016-30663]
