TTB's final rule, published December 22, 2016, provided an electronic alternative to relevant paper documents submitted to U.S. Customs and Border Protection. Importers could use the option when filing customs entry or entry-summary data electronically. The rule supported the International Trade Data System; it did not announce a separate launch of that shared system or make this TTB option universal mandatory electronic filing. [2016-29201][2016-14359]
The distinction is between information submitted at importation and evidence retained afterward. Under final section 5.52(f), importers of distilled spirits in bottles had to retain copies of certificates required by paragraphs (a) through (e) for five years following removal from customs custody. They also had to provide them when requested by the appropriate TTB or customs officer. Purchase date was not the stated starting point. [2016-29201][2016-14359]
The June 21 proposal added useful context about permits. It explained that electronic filers would supply the basic-permit number, rather than treating a digital submission as a replacement for the permit itself. Final section 1.58 maintained permit availability and required the number with electronic TTB data for covered alcohol imports. Proposed language explains the development; final wording controls the adopted obligation. [2016-29201][2016-14359]
December 31, 2016 was the final rule's stated effective date, distinct from publication. The certificate example should not be generalized to every record for every alcohol or tobacco product. Proposal and final rule belong to a single agency evidence chain. Together they establish the option and its supporting documentation, not an independent measurement of faster clearance or reduced business costs. [2016-29201][2016-14359]
