The FCC’s November 1, 2016 final rule revises Wireless Emergency Alerts, the system for sending emergency messages through participating mobile providers. This November 6 account is prior-week context, not a Sunday announcement. The rule’s different start dates are central to understanding it: publication does not activate every feature described in the document at once. [2016-26120][2015-31234]

Selected provisions begin December 1, 2016. Geographic-targeting amendments take effect January 3, 2017. Required support for embedded web addresses or telephone numbers begins November 1, 2017, followed by Spanish-language transmission requirements on November 1, 2018. The revised character limit and several other provisions take effect May 1, 2019. Section 10.320(g), concerning alert logging, awaits OMB approval and a later effective-date notice. [2016-26120][2015-31234]

The final length rule requires support for up to 360 characters but retains a 90-character maximum on network elements technically incapable of supporting the longer messages. Spanish support concerns transmission of messages issued in Spanish or containing Spanish-language characters. It is not a statement that every English message must automatically be translated into every language before reaching a handset. [2016-26120][2015-31234]

The December 14, 2015 proposal explains the development: longer text, embedded references and more targeted delivery were proposed, while multimedia was among subjects opened for comment. A proposal is not proof that every discussed feature was finalized. Both sources belong to one FCC rulemaking. They establish the adopted design and schedule, not independent evidence of delivery performance or improved emergency outcomes. [2016-26120][2015-31234]
