The highway asset-management rule published October 24, 2016 cannot be reduced to one implementation date. FHWA specified October 2, 2017 as the main effective date and November 23, 2016 for Part 667. In the October 30 weekend record, both were future dates; neither should be confused with publication or a claim that every evaluation was already complete. [2016-25117]
The asset-management provisions concerned state planning for the National Highway System, or NHS. Plans had to include, at minimum, NHS pavement and bridge assets regardless of ownership. States were encouraged, not universally required, to include other infrastructure and roads. Part 667 separately addressed facilities repeatedly requiring repair and reconstruction because of emergency events, with definitions and evaluation timing of its own. [2016-25117]
The February 2015 proposal supplies a useful explanation of the planning sequence. It asked agencies to establish existing condition and required performance before considering critical risks, investment choices and funding strategy. That order links the inventory of physical assets to financial decisions. It explains the policy's purpose without turning the proposal's language into a substitute for the adopted requirements. [2016-25117][2015-03167]
The final text also distinguished an effective date from an evaluation deadline: the initial statewide evaluation for NHS facilities was due no later than November 23, 2018. A timetable for analysis was not a construction schedule. These are complementary primary documents from the same FHWA rulemaking, not independent corroboration. They establish the assigned processes and dates, but not whether a particular bridge would be rebuilt or whether expected savings would materialize. [2016-25117][2015-03167]
