October 20, 2016, was the effective date of Homeland Security's rule establishing the Electronic Visa Update System, or EVUS. It was not the date on which covered travelers first needed enrollment for a trip. The rule set November 29 as the travel-compliance date. The State Department's companion regulation also became effective November 29, making chronology central to understanding the announcement. [2016-25321][2016-25308]
The initial scope was specific: unrestricted, maximum-validity B-1 business, B-2 pleasure and combined B-1/B-2 visas in People's Republic of China passports. Homeland Security described these as generally valid for ten years, including visas issued for more than nine years and replacements correcting errors. Neither nationality alone nor possession of any U.S. visa captured the rule's stated starting population. [2016-25321][2016-25308]
State supplied the visa mechanism: failure to meet EVUS requirements would trigger automatic provisional revocation, reversed upon compliance. Homeland Security supplied the enrollment mechanics. Existing holders generally had an initial December 14 deadline unless travel required enrollment earlier; holders receiving designated visas on or after November 29 had to enroll upon receipt. A compliance notification was separate from the visa and did not guarantee admission. [2016-25321][2016-25308]
The agencies even set different comment deadlines: December 19 for State and January 18, 2017, for Homeland Security. A comment window was not permission to postpone travel compliance. These complementary regulations explain one coordinated program, not two independent tests of its results. This retrospective preserves what the October publications said; it does not substitute for present-day requirements or evidence about how the later rollout performed. [2016-25321][2016-25308]
